Mrs. Silvana Rusi serves as an Advisor to the Minister of State for Public Administration and Anti-Corruption, focusing on Good Governance and EU Integration Processes. In this role, she supports the Albanian Government’s efforts in implementing Public Administration Reform and upholding good governance principles in line with Albania’s European integration agenda.

Mrs. Rusi previously served as Assistant to the Deputy Minister of Justice and was a Negotiator for Chapter 23, “Judiciary and Fundamental Rights,” contributing to anti-corruption initiatives and justice reform. She has also worked with the State Attorney’s Office, assisting in representing the Albanian State before the European Court of Human Rights in cases related to justice reform, property rights, and non-discrimination.
Earlier, Mrs. Rusi held the position of European Integration Expert for Chapter 23 within the SEI Project (Support for Albania’s European Integration). She holds a degree from the University of Tirana and a Master of Arts (M.A.) in European Interdisciplinary Studies from the College of Europe in Belgium. Currently, she is pursuing an LL.M. in European Law at the University of Lorraine, France.
